After I join the Order and seek out the two recruits for the captain of the Templars, I am told to meet Merzul at the "Mages' House". There are two problems with this.
1) None of the buildings in the Sanctum are actually titled "Mages' House". There is the "House of the Mages' Council", but Merzul is not in or around that building.
2) I searched the Sanctum high and low and I could swear Merzul isn't in any of the five open buildings, nor in the outdoors gathering areas.
Am I just sailing past the guy, or is something really wrong here? If no one knows the answer I guess I'll have to file a bug report.

No... either I am at a different point in the quest, or the platform you're referring to is broken. I just tried it and got the same "You do not have a high enough rank to use this" message that I did the first time I looked it over.
Are you sure you are thinking of the right stage of the MQ? This is just after The captain of the Templars then sent me to meet Merzul at the Mages' House and help him with an unspecified task. If you are sure that this is the stage you are thinking of, it will help me file a more specific bug report.

Let me know if that helps - if I remembered the quest sequence correctly this time. BTW, in my experience, and I have played it through twice, there are very few "bugs" (if any) of that nature in this game. I would not be too quick to think things are bugs.
