After I join the Order and seek out the two recruits for the captain of the Templars, I am told to meet Merzul at the "Mages' House". There are two problems with this.

1) None of the buildings in the Sanctum are actually titled "Mages' House". There is the "House of the Mages' Council", but Merzul is not in or around that building.

2) I searched the Sanctum high and low and I could swear Merzul isn't in any of the five open buildings, nor in the outdoors gathering areas.

Am I just sailing past the guy, or is something really wrong here? If no one knows the answer I guess I'll have to file a bug report.
I think you are at the point where....

you need to head to his "chambers" which are in the main Sanctum building (the one with the tower spire and column of mana fire in the interior). Go inside the building and head around to the back and there should be a "portal platform" that you need to stand on and then "activate" (click on) and this will take you mid way up. You then need to cross a bridge and activate the platform on the other side of the bridge and this will take you to his chambers.
No... either I am at a different point in the quest, or the platform you're referring to is broken. I just tried it and got the same "You do not have a high enough rank to use this" message that I did the first time I looked it over.

Are you sure you are thinking of the right stage of the MQ? This is just after

I freed Kim and then erased the memory of the Erothin guard.
The captain of the Templars then sent me to meet Merzul at the Mages' House and help him with an unspecified task. If you are sure that this is the stage you are thinking of, it will help me file a more specific bug report.

I think you are at the point where you need to speak to Melvin. Check your questlog again, I think maybe you misread the name. Melvin is located on the first floor right as you enter the "House of the Mage Council" which is the building closest to the Blade trainer dude. He is one of the Templar Knights and is dressed accordingly (armored).
Let me know if that helps - if I remembered the quest sequence correctly this time. BTW, in my experience, and I have played it through twice, there are very few "bugs" (if any) of that nature in this game. I would not be too quick to think things are bugs. :wink:
Oh geez, I was being dumb; you nailed it. Melvin != Merzul. Thanks, that solved it for me.
