I was going to say I was glad I finished this before the issue arose, except I'm almost sure I completed the quest after yesterday's patch.

EDIT: Ah wait... did you perhaps finish it with 1.1.2.4? If so that would mean that the bug got into the game with 1.1.2.6 - that information would actually be a great help.

Sorry for the double post, but in addition to wanting to be sure you saw the information in my last post, I also wish to know if this has been resolved. There is a new hotfix, but it makes no mention of this.
I'm playing a new game starting with Patch 1.1.2.6 + 1.1.2.7 and I ran into the issue with this quest. The setqueststage 250 fix worked for me without crashing.
Same bug. Version: 1.1.2.9
I may have patched to this version while halfway through the quest. Not sure.

so 1. activate the quest and put in the command console " showquesttargets " and get the quest id
2. next, put in the console " player.sqs <quest id> "
3. finally, put in the console " setstage <quest id> <stage> " however i think you use the 2nd to last option (for me it was 250)
for me, i had to put in " setstage nq15 250 " and it worked for me
