This is an error in my and some other EN installations. Will investigate further... Seems like an installer problem.

Can be - No, almost always is - a problem because of UAC.
In this case because you (probably with admin rights) had to copy the Nehrim files which have different access than the Oblivion files and thus can be inaccessible to Oblivion.exe.
Can you "convince" Steam to install Oblivion somewhere else?

I'd have to move/reinstall about 150GB of files, and I don't know what else that would break. I have UAC turned off, though it might still affect the folders.

Can you find out which UAC permissions Oblivion files have, and then set them on the whole Oblivion folder including the Nehrim stuff?
Moving the Oblivion installation to another directory would probably be a problem with the Steam DRM.

I actually got that same error message when I installed. I just hit "ignore" and the game has, thus far, worked fine. (Just got out of the mine.)
