Can anyone tell me the difference between the 2 in the "DATA" section on the site? Which one do i need if i want the game in english?

first of all you just need this:

After you installed the english version I recommend to use that supplementals too:

They fix some missed translations.

When i install Nehrim, it wants to install to C:\Program Files (x86)\SureAI\Nehrim
Do i continue with this destination, or do i have to install it to my Oblivion installation folder?

Don't continue!
It can cause troubles if you install Nehrim to the programs folder.
I recommend to install it to another hard drive (D:\Games\Nehrim for example, hopefully you have one).
The install takes everything from Oblivion what it needs but it works much better from another drive.
I heard of many problems which can occur by installing Nehrim to the programs folder in C:
So be sure to install it somewhere else
If you want to install OBSE I hope you don't have the Steam version of Oblivion.
I don't know how to configure Nehrim with OBSE and Steam.
Normally you just have to move "obse_loader.exe" and "obse_1_2_416.dll" into your Nehrim main folder (where the EXE of Nehrim is, not the DATA folder).
Then you just have to run Nehrim from the "obse_loader.exe".
But that can be probably cause problems when loaded trough steam.
Since steam wants Oblivion to get run with OBSE.
I have a normal copy of Oblivion without Steam so I don't know how to force Nehrim load with OBSE trough Steam

OBSE is just a script extender for Oblivion and totally optional.
But some mods use it for advanced commands in scripting.
You don't need it if you want to stick with normal Nehrim
