When I start a new game, I can see my HUD and my character in the pause menu, but nothing else. please help me!

Can you play Oblivion?

I have activated all those files, and my Oblivion does the same thing as well. I can create a character, but i can only see the menus. the game world is just grey. nothing when i turn on lite brite, wireframe, or motion guide.
EDIT: idea bubble just appeared, gonna try reinstalling Oblivion and Nehrim. wish me luck
EDIT AGAIN: It worked, I was missing a .bsa file. meant to post a lot sooner. the game distracted me with awesomeness. I feel sorry for Celebro. Also, I think the quest with the shovels is broken, cant give the shovels to the guard.

Hi! I notice you are not the first one having problem with the Shovels.
Are you sure you have followed the whole quest as you should have ?
Have you enraged the Mages outside?
