Is it a way to use oblivions leveling and class system in nehrim?

Just a guess, I'm really far from being an expert here.

But I would guess it's not possible. Creatures/locations in Nehrim have fixed levels. That would mean completely changing some really basic and core elements of the game?

i would say it's not impossible, just really, really time consuming & difficult. however, i'm not an expert either.
