how am i supposed to complete this quest? as i understand, this countess needs fancy shoes. so far i literally have roamed the whole area of fold valley and i have not found any special shoe. the ones i brought her she turned down.

Yeah, it's a bit confusing. This quest is a long lasting one and one that I am not sure can even be completed as of now (I have yet to complete it and I have played the entire game through twice). You can, however, find a few pairs of unique shoes that she is interested in (I have found 3 so far). Let me just say that the shoes she is interested in are not easy to find and they are not located all in one place like, say, the Fold Valley. You will encounter them during your travels if you are a diligent searcher who at least inspects (mouses over) every pair of shoes you see. They will be unique in the sense that they are NOT any pair of "normally named" shoes like "stitched leather" or "green velvet" - the normal names found in the original Oblivion. The will look like normal shoes but will have obviously unique names - obviously unique as long as you are familiar with the normal names - and should weigh nothing IIRC.
My suggestion is that you move on with the game and just keep it in the back of your mind that you need to inspect pairs of shoes when you see them. If you do that diligently you will eventually come across at least a few pair. You will also be able to tell when you have picked up a pair of unique shoes as there will be a message pop-up and quest update. So another way to go about it is to simply pick up every single pair of shoes you come across and if you do not shortly (5-20 seconds?) receive the quest update you can either just dump that pair or sell them. Also, you will not be able to sell any of the unique shoes as they will be tagged as quest related, so, at least that is not a worry.
