The first rank seems to work fortifying magick giving 38 and draining 2 points of health every second but the next ranks don't work at all
It shows the spell as being active(with nothing in them) but the abilities(which for some reason aren't tied tot he spell) aren't working

I noticed this too with rank II bloodletting and just hoped that rank III would work, but seems there is a problem with all tiers above one.
