I must be overlooking something as no one else has asked this question, but I'm in the Library of Treomar, just killed the Seraph guard and have read every book in this area as well as the 3 documents on the table where the green arrow is over on the map. What am I not doing
EDIT: Never mind, didn't realize I had to actually put the "report" book but in my inventory....

i might have made the same mistake if I had not just read your post before doing the quest.
