Is a sharpened pickaxe not a pickaxe? Various part of the game, such as mining ore, breaking board on the Search for your Roots quest, etc., require the use of a pickaxe. My sharpened pickaxe seems to do nothing. Is this a bug?

A pickaxe is ...pickaxe (tool).
A sharpened pickaxe OTOH is a weapon.

A weapon can not be used as a tool. As far as breaking stuff is concerned, this is also a limitation of the Oblivion Engine.
