I don't quite understand it. I bought a teleport rune, I have a teleport spell, but nothing! Am I missing something?

Don't use GodMode if you do.

Ups, did forget to tell you that before I encouraged you to use God Mode

God mode will prevent teleporting and IIRC also some other things.
So if something does not work as expected check if it's on. ,)
