I have 85+/- skill points in handcrafting. I am at level 75. I have an Aeterna greatsword that I previously improved to exquisite I believe. Then, later, I enchanted it.

I can't seem to improve it any more now. All it needs is a glowing thorium ingot and I have that. But I get a message saying I don't have the skills.

What's going on? What level of handicraft do I need?

When I enchanted it, did I make it so it could never be improved again?

Also I wanted to craft a larger (Arcanist's ) backpack---I get no options to craft anything at the crafting table despite having the blueprints. what am I not understanding?

yeah, I think right now it's not possible to refine enchanted weapons and armour.

but the backpack should work
(not at the crafting table though, if I didn't misunderstood you.
that's only used for improving armour)

Tanning rack?? OK...I thought the tanning rack was for tanning pelts.

Tempering (= improving) enchanted gear is only possible with the Arcane Blacksmith perk, which doesn't exist in Enderal.
