What is the max fire damage that can be enchanted onto a weapon? Reason I ask is it seems to be maxed at 12 even when a frost enchantment is in the 70's. Using Holly Berries and mana salts with a high alchemy skill I make enhance enchanting potions that raise enchanting by 210% for 30 seconds. No matter what I try the fire enchantment won't go above 12. Is that on purpose?
64 Sixty Four is the highest I can get it 
Enchanting & alchemy to 100 + a Potion of Apothecarius (standard) + wearing "hands of the wandering mage" (Enchanting skill by 9 points) set item.
By level 56 you can make Potions of Fortify Enchanting 31% + the 9 points from wandering set item.
