And neither does SKSE, Skyrim Launcher, nor TESV.
Any ideas?

Run Steam or uncheck the checkbox in the launcher settings: "Launch Steam at Launcher start"

I unchecked launch steam and all it does is sit there popping up the little box saying "Launching Skyrim"
