I got the claw and went to where she is supposed to be, got the sound puff and there are tiny flames but no ash widow. (Maybe the problem is I did this before I read the book to initiate the quest. I need a setstage to fix this. Thanks.

I don't think reading the book is the problem, I read it before I went there and got this problem as well. For me it helped to fire a spell at the spot where the ash widow was supposed to appear. Maybe arrows work, too.
The lady seems to be a bit shy .
