How exactly do you try to start the game?

Two things come to my mind:
1. Has Skyrim been patched to the latest version before installing Enderal?
2. Maybe dowlnoading the launcher again could help?

This error messeage seems to be related to DirectX. In this case, you could try to manually reinstall DirectX. Although it should be properly installed together with Skyrim, it can happen that it's messed up.
I think, some people had comparable issues before.

I have this exact same issue. It seems that after update 1.1.0.4 the launcher can't find the TESV.exe. I downloaded the english Enderal Launcher.exe around 8-10 times and tested if it was the launcher by also downloading the german executable and found that EVERY time the english version couldn't find TESV.exe, but the german version worked every time. Mind you, I have a fresh install of Skyrim and no mods whatsoever.

Run the following three .exe's if you have missing .dll's:

• C:\program files(x86)\Steam\steamapps\common\Skyrim\DirectX10\DXSETUP
  
• C:\program files(x86)\Steam\steamapps\common\Skyrim\DotNetFX\dotnetfx35setup
  
• C:\program files(x86)\Steam\steamapps\common\Skyrim\VCRedist\vcredist_x86
