So I have a handicraft potion that should increase my handicraft points by a flat 9 points, but it does not show in my stats bar
I want to use this so I can craft arcanist bag (I have 71 Handicraft)
The potion does show up in effects but when I look at my stat screen by pressing "h" --> I see no increased handcraft points

A savegame is always 2 files, an ess and a skse file.
we are missing the skse file here.
Could you upload a complete savegame?
found in ...\Documents\My Games\Skyrim\Saves,
we'll need the skse and the ess of a manual (no quick- or auto-) save,
pack them to a rar or zip archive and attach them to a post here

I wanted to post the skse file but for some reason it says invalid file I could only upload the ess file on the forum, on the other bug tracker site I was able to post the skse file though

For technical reasons you can not upload the skse format in the forum.

and the player still can't craft that backpack.
also, there are additional set-bonuses that should apply to the handicraft skill,
and yet they aren't marked in any way (should be green in the hero menu)

Nope but the set bonuses apply as they should I think, as they do not apply to my handicraft but apply to the items that I craft in power (so raw power)
Example I craft a blade that has 10 base damage (I get a 14% crafting bonus
damage of the blade I craft becomes 11, it does not impact my handicraft, but what I craft
