I am experiencing this bug as well, is there anyway to edit the global values? Atleast I was only level 9 however, new game fixes.
a savegame from ...\Documents\My Games\Skyrim\Saves,
(the skse and the ess of a manual (no quick- or auto-) save,
as rar/zip archive) and
the skyrim.ini from ...\Documents\My Games\Skyrim could be useful
