I updated and booted up Enderal after being away from the game for about a year, and everything was working fine until I got to the first settlement in the game. The Riverville bard was completely mute! I teleported to a couple of other taverns and got the same result: no voice or music from any of the bards in the game. I definitely did not have this problem before I updated, and my concern is, together with not being able to listen to the awesome in-game songs, what else I could have screwed up.
The game is currently up-to-date, and installed via ModOrganizer as shown here:

other voices, background music, all that :?:

my first guess would be to delete the two .ini files from ...\Documents\My Games\Skyrim
(new ones will get created on game launch)
Yeah, background music, other NPC dialogue, ambient sounds all work, it's just the bards that are completely silent. I dug around in the Sound/Voice folder for Enderal and found folders for Liliath, Gerril, and Lara, which have a collection of .lip files but no .fuz files, which I assume are the ones that actually have the audio :?
to be honest, I have no idea what could cause that :/

you could try to reset the patches and redownload them

- open the file config.sur in
...Steam\steamapps\common\Skyrim\EnderalLauncher\system\config (with Notepad)
- edit the line sCurrentVersion=x.x.x.x to sCurrentVersion=1.1.0.0 and save
- run the Launcher as admin and reload the patches
