During the quest "The Brotherhood of the Kor", white noise started playing in background. At first I thought it's a sound effect on the Isle of Kor, but it occurs also after its completion, in other locations as well.
Music plays well, but at the same time there is this noise/hum.
And no, it's not a waterfall/crickets sound, just plain white noise.
I have previously encountered the "disappearing music" bug, but I resolved it with this mod: http://www.nexusmods.com/skyrim/mods/83073 .
I am asking for help, because the game is unplayable for me this way.

removemusic _00E_SilenceLongTransitionHighPriority
close the console

found something that sounds somewhat promising
bit strange that it would appear that suddenly though 
Problem:
Skyrim has terrible static white noise in the background.
Solution
In the volume options in the advanced tab turn down
the sound quality from 24 bit 96KHZ to 24 bit 48khz.
I loaded the game today and the suddenly there is no problem anymore.
It appears that the solution to the problem is a simple restart, but AFTER leaving the Isle of Kor. Previously, I was restarting the game while on the Isle and it didn't work. That's why I assumed restarting doesn't work.
