i cannot distribute any skill points.. is this normal? it will not let me click on anything...at all.

You don't distribute the points as in most other games. You use them by reading the appropriate level skill books, which you find or buy. So for example, if you read an apprentice archery skill book, it will increase your archery skill 1 point and the book will be consumed. "Learning" points are for the combat skills, "Crafting" points are for the workmanship skills. Memory points are used in your memory, which you reach by selecting "meditate" in the magic menu (P key) and then Y or Z (depending on your keyboard) to reach your memory trees.
