I played through Enderal awhile ago and recently decided to come back and play Skyrim again. I had a whole bunch of mods and couldn't remember all of them so I simply uninstalled Skyrim, erased the directory steam/steamapps/common/Skyrim and erased the Skyrim folder under My Documents/My Games (where the .ini files are). I then reinstalled Skyrim.
Only now none of the NPCs talk, they dont do anything, and when I start a new game the cart simply stops in the yard where the dragon appears and nobody ever gets out of it. I've reset my Skyrim install four times, I've cleared the .ini files ten times, there is nothing wrong with that. I searched around and found that this is a common problem for people who install Enderal. It appears to be related to not using the Enderal Launcher to uninstall. I can no longer do that.
So is there some registry entry that Enderal alters that installing a vanilla Skyrim will not correct? If so can you inform me what it is so that I can manually edit my registry to correct this?
I'm going to try to reinstall Enderal so that I can uninstall it with the launcher. I'll inform you if that corrects the issue. In the meanwhile do you have any suggestions? Is there a registry entry in Windows that Enderal changed?

I was able to resolve my issue in the following manner. My PC has a second login in Windows 10 and this account was used to play Enderal as well. After removing the Skryim.ini file from that account and allowing Skyrim to rebuild it I found that the Skyrim.ini file was incomplete on that account. I erased it again and allowed Skyrim to rebuild it again and it was properly built this time. And this completely resolved my issue on both accounts.
