So i encountered this bug, where it says in a quest description, to talk to Jespar, and all he does is say "go the the westerncliff ill wait u there", and the quest dont update. any help?

Could you attach your Savegame?
Savegames can be found here: documents\mygames\skyrim\saves
A savegame consists of two files: one .skse and one .ess (please zip them together)

Just ran into the same issue. Even tried to move Jasper to me at the cliff via console. But he just strolled back to the dancing inn to stand at the table...

We can't take a look on it if we can't reproduce it with a savegame because not every savegame glitches out. There has to be a certain event which caused that bug. And we can't analyze how it bugged out if we don't have an actual savegame.
Could you attach yours like I described above?

You are at the myrad tower outside of Ark.
You are supposed to ba at the western cliff. If I load up your savegame and travel to the western cliff Jespar will wait for you there.

I am such an idiot sometimes.

There's cliffs at the western myrad tower outside ark, so I thought that one was meant with myrad tower at the western cliffs. Didn't even occur to me westerncliffs could be another place somewhere else in enderal.

Got the same problem today, but I traveled to the right Western Cliff tower. And Jesper is not waiting there. He is somehow stuck in saying "meet me at the western cliff". Attached two saves, one at the sun temple where Jesper is stuck and one at the lonely Western Cliff myrad tower. Would be nice if somebody could help. Teleporting him via console to the Western Cliff does not help by the way. He then tells me another time to meet him there. Gnar.

Edit: Reboot solved the problem. Whatsoever. Just ignore me.
