maybe this topic exists already but i didn't find it.
My magicka doesn't regenerate by itself anymore.
I don't have any arcane fever. Even when i sleep it isn't regenerated.
Only when i take potions it regenerates.

You could have a disease. Check your magic menu for all the affects you could have.
no i dont have any diseases either.
Is there something like a console command to resolve this issue?
