I just finished playing Enderal and thoroughly enjoyed it, but wanted to try out some other mods for vanilla Skyrim. I uninstalled through the Enderal client and all seemed well. However, after booting up Skyrim, none of the NPCs could talk nor did any subtitles appear when they should have talked. I tried verifying my game cache and doing a fresh install, but neither worked. Any ideas on how to fix it?

Could I see a screenshot of your data folder from Skyrim?
You could try deleting the .inis and/or clearing the Skyrim directory by hand.

Hey, I'm having a similar issue. I uninstalled Enderal and turned off all Mods for Skyrim and now no NPC is moving and I make no animations when I move. The start screen is also a blank light blue.
I just want to play Skyrim again :/

Delete the Skyrim directory and the .inis manually. Verify the game cache in the steam library, reactivate the steamcloud.
