I don't know if it was related, but I did the Silvergrove quest for the black stone amulet. I first noticed after that I have not been able to use teleport spells.
I just get the message "A sharp pain passes through your body when you want to cast the spell"
It consumes the spell, but I do not teleport. I have tried sleeping and meditate but not change. I have also walked back to Ark.

Please either open up a thread or submit a ticket.
It is not a bug- You are not supposed to leave this area. Just finish the mainquest.
