I'm hung up and my attempts to fix it with the console haven't worked.
When I get to the watch tower, Jespar isn't there.
The quest arrow points into the stone.
(Closing the game and restarting has no effect.) I can retrieve Jespar but he goes walking off with the quest still active and the quest arrow still pointing into the stone.
The quest stage is 10. Doing a resetquest updated the stage to 35 and completed the quest.
Can I get a step-by-step guide to recovering the quest? Many thanks.

The questdescription says that you have to wait until evening. Reload a savegame before you used the command and play from there.
