Every time I restart my laptop the launcher forgets that I've already installed it and makes me do it again. this is taking up too much space on my computer and is just super inconvenient to wait almost 2 hours every time I want to play Enderal.

Ok, the LauncherLog is really long. I have to look into it tomorrow.
Either way a few questions:
1. Does that happen to other games/programs aswell?
2. Do you run the Launcher as administrator?
3. Does Steam download Skyrim files automatically if Enderal is installed?
4. Have you tried to install with a new installation package?
5. Are Steam/Skyrim/Enderal/EnderalLauncher marked as an autostart program?
Either way a few questions:

1. no it doesn't happen to other games
2. I don't think I do

4. I have not. If it happens again I'll try that

Ok, then run the launcher always as administrator.
Steam displays downloads in the buttom corner or on the download site: Steam -> library -> downloads
The autostart programs can seen either with "Win + R" and type in "msconfig" or within the taskmanager -> "autostart".

I think I've managed to fix it turns out you need to have the EnderalInstall_EN.gz file inside the skyrim folder if you want to have it installed permanently
