Post your system specs.
Have you tried lowering the settings, disabling or enabling OneTweak, disabling experimental multithreading etc.
Do you use any mods/ENBs?
Attach your LauncherLog:
C:\program files(x86)\Steam\steamapps\common\Skyrim\EnderalLauncher\system\log\Launcher.log
Upload a savegame.
Savegames can be found here: documents\mygames\skyrim\saves
A savegame consists of two files: one .skse and one .ess (please zip them together)
