When I reach the second step of the Enderal installer I'm asked to choose an installation type and review where the file will go. The system automatically goes to my Skyrim folder at:
C:\Program Files (x86)\Steam\steamapps\common\Skyrim\EnderalInstall_EN.gz
This seems correct however the installer will not let me continue. Should I reinstall the installer?

Well, you should select your installation file. Wherever you have downloaded it. It is probably in your download folder.
