After The First Steps, the quest Wave Taming will not start. Contingencies and Every Day Like The Last both start but since Wave Taming does not, Old Rashengrad is not available and I'm unable to progress.

I fixed the problem using setstage MQ04 1. I'm not sure how the issue started.

Setstage MQ04 1 does not work for me. Im stuck where Lishari examines the city guard corpse. the story will not progress and i am unable to speak to her.
