So I downloaded the game from Nexus and now I need the launcher, but the same problem occurs when I click the launcher link... Is it a torrent as well?

Your firewall, anti virus program or windows defender is blocking it probably. Try to disable them for the duration of the download.

I open the launcher exe with the cmd !!!
