Except look on page 2. He said they were meeting at the end of the week to discuss when to release german dub/english sub. It hasn't been specifically said whether they will release the subbed version before the english dub.

Yup, but he also said the team keeps spotting errors in the subs, and since Nico keeps saying they really need the time to keep correcting stuff and implementing the voices, I would not expect the subs to arrive before the whole english translation is completed. Unless they suddenly announce the english subs are going to be released seperatly, the "semi-official" state is that the english subs are coming with the whole translation in some weeks.

this is only a preload. you can not play Enderal only with this download. In the next 2 days will follow the launcher, than you can play the german version.

This is the german preload version of Enderal. It is not playable at this time.
The dowload file contains only the installation package, not the launcher which you need to install Enderal properly.
You will be able to download the launcher at some point this weekend.
The german Version will not include english subtitles probably, because the translation is not finished yet.
A fully voiced english version (with subtitles of course) will be out a few weeks after the german release.
