I am at the point in the game where I am trying to find the soap for Karick. I have the bow and the arrows. I can see the Mages through the opening in the fence. However, when I shoot the arrows they fall to the ground after a few feet. I am not even close to hitting one of them. Have I missed something?

I have usually done this with magic; you are sure you know how to aim in Oblivion?
Also, have you talked to Morten first?

I know how to shoot the arrows, and I have talked to Morten. The arrows simply fall to the ground after a few feet.

Just a thought, that will often happen if you fire the arrow before the bowstring is pulled all the way back by holding the left button down for a second or two before releasing it.

When I tried that the arrows killed the mages. I gave it up. I used a cheat to cast a zap spell on the mages, and that worked.
