So I'm in Anku taking a mine cart to Cahbaet with Haimon. I sit down and enjoy the view of Fat Erwin. We arrive at our destination, Haimon hops out, and I, not unlike that old lady from the commercial in the '90s, can't get up. That's right, I'm stuck seated in this mine cart.
I've tried reloading previous saves, but the result is the same every time. The wiki mentions reloading from a non-quicksave, unfortunately I haven't used one for several days and I'd just love to not have to go back that far. I've tried a few console commands (such as "moveto", "activate", and "tcl") to no avail, either.
Have any of you encountered this problem? Know of any other way to get around this?

I can't reproduce the bug with your savegame. Maybe it's a mod?
Or haven't you tried pressing Space after the minecart reaches its goal?
