So I've played the main quest up until the end of Critical Discharge. Upon completion of the quest, however, nobody at the Arcane Sanctum will give me a new quest, and I can't continue. Does anyone know what to do in this case? Is the quest supposed to come to me if I wait? Would I be able to get the quest using console commands? That'd be the best option for me.

If ou have the quest active in your quest log, it means you need to search for Merzul ( the area where he dwells becomes accessible after the completion of the Critical Discharge, I guess).
You can look at the quest guide here:

And the console commands should also work, they are at the bottom of the page.
