When you came to Cahbaet throgh Dwarven caves, you have to free it, it is besieged by big siege engines, camps around, and it is all done by.... 15 SOLDIERS???? I mean seriously, it can be a scouting party at the very smallest, but why it is so lame, ofcourse i undertstand you can't do battles of 100 because of performance and stuff, but they could've altered background, what do you think?
What do you mean by "background"? With a fully explorable world, you can't put some mannequins there and hope the player wont find out... Also, there are more than 15 soldiers I believe; count those in the canalization, those in the camp and those that attack the front gate later.

The game engine would simply not allow a larger force, and I think you're expecting way too much if you think the modders could somehow draw a low-LOD main army camp somewhere in the background that was both close enough to Cahbaet to represent a besieging force, yet still inaccessible to the player...
I mean games constantly cause us to suspend disbelief I remember playing Final Fantasy II as a grade-schooler and pondering the fact that the entire planet was populated by ~100 individuals...
