First of all, I just finished the Main Quest and I've got to admit that it's been a longtime since I spent so many hours addicted to the story of a game. It's just wonderful.
Now, the question. I've finished the game with level 30, only able to cast Fifth Level Spells. I've gone to a lot of places and cities and, as far as I know, no teacher on Nehrim teaches any spell over Fifth Level. I have a couple of Sixth Level runes, but I haven't still found any Seventh level rune or a teacher willing to teach me to that spell level. So, the question is really simple. Are Sixth and Seventh spells only available through runes? Or is there another hidden teacher waiting to give me his knowledge?
And just another question. One of the advices on the Loading screens tells that some teachers are willing to teach you "skills and attributes". I wonder if it's real or it's just a translation error; or maybe something that wasn't included in the latest release. Having the standard awful attribute modifiers of Oblivion when leveling, in addition to the fact that trained skills do not give you any kind of modifier, makes leveling quite painful. I thought it was because, as with skills, attributes should have a proper teacher, but I've never found one.
Anyway, just to make sure I'm not misinterpreted, the overall experiencie with this huge mod was awesome.

The formula for the spell rank you can cast is: (level/7)+1
So at level 30 you can only cast rank 5 spells.

I know I cannot cast Seventh level spells until I get to level 42, and that's not the question; the question was about finding high level spells, not using them. But thanks for your response anyway.
To clarify: teachers only sell spells that you're a high enough level to cast (whether or not you have a high enough skill level to cast them makes no difference). So if you're level 30, you can neither cast sixth- and seventh-level spells nor buy them from teachers. When you reach level 35 and return to them, they should have sixth-level spells available; ditto with 42 and seventh-level spells.
