I try commande "startconversation Aspheron" , and that said "Item Aspheron not found in actor"

Therefore you must type "Player" instead of "Aspheron".

I type "startconversation player Aspheron" that said "Player Asphron not found in Topic"

If i put only "startconversation Aspheron" that said "startconversation need parameter"

maybe i need aspheron NPC ID for use startconversation ?

You need to click on Aspheron from the console and THEN to write "startconversation player". But hasn't that already been explained to you?
