I managed to get into Cahbaet through the back door and liberate it before I went to Treomar to visit the library. This means that when I took the secret path into town again, the commander wasn't there to greet me.
The problem is that I can no longer use the teleport spells. Since the teleport spells were locked out during the journey from the monastery to the dwarf city, it would seem that they only re-enable when you do the Cahbaet liberation. Thus, already having completed the liberation, I no longer have a way to have them re-enabled.
Any help would be dandy. I certainly do not want to walk everywhere for the rest of the game.

I think you have crashed your Mainquest because you visit Cabeath to early.

Are you so far to get the quests after get Cabeath free? They won't work, I think.

It seems that once you get onto the secret path, the previous main quest section ends. You only pick up the next part of the main quest once you get inside the captain's room. It would also seem that teleporting is re-enabled during the liberation.
The interesting question is... how on Earth did you get to Cahbaet?
"Set TeleportDisabled to 0" should re-enable teleportation (but so does liberating Narathzul Arantheal).

I think you will find only some teleport sites are out of action. I believe this is a side quest to re-enable teleports. Check in log.
I managed to get into the back door by following some sort of mountain path near it. On the way up, there were quite a few mountain giants. At the end of it was a mini boss named something like "Harold with an Axe" or something. After dispatching him, I noticed I could get into the rear of the city by going off the path a bit.
As for the quest that blocks the teleporters, I had already cleared most of them prior to screwing up my game.
