I found a quest where I am supposed to look for Arnor at sanctum. I sanctum has magic barrier. I did find tents that looked like soldier tents but no soldiers or arnor.
what am I missing>\?

in case anyone else is ever as dense as I am....you had to take the road to sanctum not jump through the forests to sanctum.
