I installed the game per the readme instructions and everything seems fine. Eventually after having this problem, I have run it only with the two Nehrim files and the Oblivion.esm only, but still have this problem. When I begin a new game, I am stuck in the original jail cell from the original game, but this time the Dunmer doesn't talk to me. I waited probably 5 minutes and checked out everything I could think of, but either I am missing something, or pehaps I messed up the installation somehow? I'm not sure how the game should begin anyways. Here is my load order:
NehrimData.esm
NehrimEnglish.esp
Oblivion.esm
Another question I had which I haven't seen answered anywhere is if I should leave in the various unofficial patches?

Oh, I failed to mention that I am running the steam version.
You are NOT supposed to have Oblivion.esm in you load order.
Nehrim.esm
NehrimData.esp
NehrimEnglish.esp
In that order, any Nehrim compatible mods below.

Aha! Many thanks and it explains a lot. By the way, is there a website for Nehrim mods? I didn't see any on the main Nehrim page; only one for a German modding site (presumably for the original Oblivion). I can't read German anyways so I wouldn't know for sure.
There are quite a few mods in the mod-section of the German forum:
http://www.sureai.net/forum/viewtopic.php?f=79&t=1614
and also on some other Tes4-sites.
I think it is just a matter of time that these mods get translated and/or english mods are made.
Also it is possible to convert (some, not all) mods that were made for oblivion to nehrim.
I have translated a guide how to do this.
