It uses *some* of Oblivion's meshes and textures as well (as well as some new ones and many models included from modders' resources). So Fallout 3 is not enough. But Oblivion (PATCHED) is enough; neither SI nor Kot9 nor any of the other pointless overpriced addons (sorry, Bethesda, and no I am not talking about SI) is necessary.

I think SureAI is only going to do an English translation.

Not at this point I think, but if SureAI happended to find some people speaking both German and Italian well enough to provide a suitable translation you most definitely WOULD get the Italian Version.
The only obstacle in the Italian version's way that I see is that SureAI currentliy is not looking for natively Italian Germans (or vice versa...)

So for this patch to work I will need a physical copy of Oblivion Game of the Year edition? Cause I got mine by buying the game online and then it was downloaded to my computer.

No, you just need to Copy your Oblivion Folder to install Nehrim into it. Otherwise you wont be able to play Oblivion after you installed Nehrim.

Install CS, start CS, choose Nehrim.esm as master.
