I am at the ending, I killed Dijaam and Commander Leora Eren shows up. I can not speak to her as her status is always this person is busy.
Quest shows up as completed but is still in the active quest section. Any advice would be welcome. Thanks for making a wonderful expansion.

Did you have any mods installed that may cause problems or did you used cheats?

Did you try to load a previous savegame and restart the scene?

Could you upload a savegame please?
Found in ...\Documents\My Games\Enderal\Saves, we'll need the skse and the ess of a manual (no quick- or auto-) save.
Pack them to a rar or zip archive and attach them to a post here

There are other ways to search with Dijaam, these work for me.
