As the title already explains, I am having currently trouble with starting Enderal (in german).
My hardware is an unmodified Acer Aspire V Nitro notebook i bought as new 2 years ago. It was able to play Enderal pre-steam with it, and could put 40+ hours into forgotten stories on steam. The troubles started with an update which I think was around last wednesday (13.03.), where I had an update which steam claimed to be 0 Bytes big. After it was finished, I can still start Enderal and get the launcher, but when I click the start button, the fanfare-noise is heard, the cmd opens and the launcher automatically closes. Sometimes the screen turns black and Skyrim is started, but it closes after ~15 seconds. Afterwards steam often freezes, as if there is a lot of load to be handled and when it proceeds it's work, Enderal and Skyrim are both synchronizing.
Starting Skyrim without Enderal still works.
What I already tried:
Restarting system (obviously).
Restarting steam
Repairing local files of Forgotten Stories
Reinstalling forgotten stories
Is this a known problem? I have not found anything in the forums.
Help would be much appreciated.

could you check the Launcher settings if anything changed?
particulary the "optimizations" - tab, try to turn off (or on) OneTweak/ENBoost/OSAllocators.
if that doesn't work delete the two *.ini from ...\Documents\My Games\Enderal;
(the launcher will create new ones)
also, even if it's unlikely, you might want to try to "reinstall" Steam.

If you're wondering about the same as OP's question:
Just go to your Steam installation folder and delete everything exept steam.exe and the /steamapps/ folder.
Then just double-click on Steam.exe and it will download all the neccesary files for the steam client.
The steamapps folder is where all your games are installed by default and Steam will automatically recognize it upon relaunch.

I tried all three of your solutions, sadly it did not help fixing the problem.
That being said, deleting the *.ini files did do something. Starting the game after deleting the *.ini files did not close the launcher,
but I got the following error message:
"Failed to initialize renderer. Your display doesn't support the selected resolution. Please set a different resolution in Skyrim's Launcher under 'Display Settings'."
Would you happen to know what this could mean for Forgotten Stories?

I guess you're using 1920 x 1080 (16:9) resolution for your desktop?
If you have OneTweak "off", you can change your resolution.
You can also set your CPU and RAM in the launcher.
Under Basic Settings you can see the current resolution, you can also turn off VSYNC and test the window mode. (original frameless window mode)

If you have activated the boosters (OneTweak; ENBoost; OCAllocators), you can find them in the launcher under Settings, Optimizations. Turn them on or off for testing.
PS:
That the launcher stays on while playing is ok, you can also find this setting in the launcher,
under Settings, Miscellaneous.
