When I encountered the abusive drunk in the Ark Foreign Quarter and decided to Brawl with him, two of the City Guards were nearby. Since the Brawl was over they have continued to follow me in and out of buildings and even across the City. They do not try to stop me and have no more than generic conversation but simply follow me around.

What has happened and how can I stop them following me?

You can load an earlier savegame.
I lost your fans via console with "disable" (maybe not the best solution ...).

I just went to an earlier save and approached the Drunk again. Same dialogue choices, same clean brawl and this time ended up with a guard and a citizen interested in me once the brawl was over.

Both kept their distance but stayed facing me. The citizen cowered when approached too closely.

It looks like the brawl is not shutting down cleanly when over.

Reported to the tracker with a before and after save. It appears 100% reproducible too which is good (in a way).
