I searched a solution for this and saw many people having kind of the same problem, but nothing solved mine.
I tried running the launcher as an administrator, i deleted the "uptade" folder (which is always empty anyway) but it didnt do shit
I uninstalled and reinstalled Skyrim so I could install enderal on a vanilla skyrim, but when i install enderal and start installing the updates, it stays at 0% forever.
I looked for the launcher logs and this keeps showing up over and over again :

- could the launcher be blocked by some antivirus or firewall?
- are launcher and installation file in the same language?
- did you try to redownload the installation file?
maybe that got corrupted
(download preferably via torrent)

- I didn't try to redownload it but it doesn't seem corrupted, I can open it with winrar without any errors, and I downloaded it by torrent anyway

the file opening doesn't necessarily mean it's not corrupted,
sometimes it even "correctly" installs the game :/
but if you downloaded via torrent anyway a damaged file is unlikely, yeah.

where did you install Skyrim (/ are you planning to install) Enderal?
it looks like you're using the Documents folder or something
try installing it in some extra folder like c:/games/...,
not in any windows standard directory.

I already tried to install it in - C:\Program Files (x86)Steam\SteamApps\common\Skyrim
then installed it a second time, to the documents folder
I tried restarting my PC and starting the launcher as administrator, changed nothing
i have a decent internet connection
i tried ticking on and off all the checkboxes and restating the launcher etc
i dont use any VPN
http://prntscr.com/knzb3k it shows "online" so the problem is probably not my internet connection
and.. i dont know what is port 80

As urst has already written, please try a folder that Windows does not control specifically. This also includes C:\ProgramFiles...
Please install Enderal(Skyrim) e.g. in C:\Games\Skyrim
In the Windows-standard-folders there are time and again access rights queries, which can lead to problems.

oh shit its working
I moved the game to c:/games
The updates are getting downloaded
well, turns out that was indeed the problem
