I tried clean saves. And nothing changes.
1st person FPS: 1-7
3rd person FPS:15-55 (in different situations)
also i tried to make reroll for skills and memories (with mod) and change class.
throw away all items from inventory.
No effect.

A shame, but I have honestly no other idea what to try. If I think of anything else...
I have had another idea, though it might not work, and it is a bit ouf of the blue.
Please try changing the uExterior Cell Buffer=36 line to uExterior Cell Buffer=72 (http://wiki.step-project.com/Guide:Skyr ... ell_Buffer)
You might have to edit multiple files for it to take (http://wiki.step-project.com/Guide:Skyr ... n_Settings). Aside from the Mouse Acceleration fix for the SkyrimPrefs ini, that is all I have found.
