I think I may have figured it out. I was using the mod:

https://www.nexusmods.com/enderalspecialedition/mods/2

And that looks like for whatever reason that it was causing the bug which is ironic ¯\_(ツ)_/¯

Started a new game and I get to the part where Finn comes over to talk to you, he gets through his lines, Carbos comes down to talk to him and sees you.
